Do you love being out and about, rain or shine?

Fancy a role where you’re not stuck behind a desk and every day brings something new?

If you’ve got a keen eye, a calm approach, and a strive for keeping things fair — we want you on our team!

What will your day look like?

As a Civil Enforcement Officer (CEO) you will be part of a dedicated team contributing towards the management of North East Lincolnshire’s highway network by ensuring that highway users comply with parking and traffic regulations . It’s a hands on role, where you will be involved in community engagement and enforcement, making the local area a great safe place to work and live.

Your day begins with a briefing and equipment check before heading out to patrol designated areas across the borough. As you move through streets, car parks, and residential zones, you’ll be:

  • Monitoring parking compliance, ensuring vehicles are parked legally and safely.
  • Issuing penalty charge notices where necessary, always in line with current legislation and local policy.
  • Inspecting parking meters and pay-and-display machines, reporting any faults to keep systems running smoothly.
  • Recording evidence and maintaining accurate documentation, using handheld devices to log incidents and actions.

Throughout your shift, you’ll also:

  • Check signage, road markings, and car park conditions, reporting any vandalism or maintenance needs. You may also help keep areas tidy by removing litter or clearing snow and gritting walkways when required.
  • Assist members of the public, offering directions and local information with a friendly and helpful attitude.
  • Report abandoned vehicles and other issues, helping to keep the community safe and well-managed.

Who Are We Looking For?

We’re looking for someone who thrives in public-facing roles and ideally has experience in a similar environment. If you're familiar with relevant legislation—like the Traffic Management Act 2004—that’s a bonus, but don’t worry if not; full training will be provided.

You’ll need to be a confident communicator, both verbally and in writing, as you’ll be liaising with a range of stakeholders across the community to help deliver practical, people-focused solutions.

We’re seeking someone who’s comfortable working independently and as part of a team. When issuing notices to vehicles that breach parking regulations, you’ll use a handheld device to gather evidence, including written notes and photographs. Basic computer skills are essential to maintain accurate records.

Did you know Civil Enforcement Officers can walk between 6 to 12 miles per shift? So you’ll definitely hit your step count.  You’ll also need to be available to work weekends, evenings, and bank holidays as part of a rota.

You will also be given an opportunity to complete relevant qualifications, to ensue you have the necessary training, guidance and support required for the role.

 Why join us?

Because this isn’t just a job—it’s a chance to be part of something bigger. At North East Lincolnshire Council, you’ll join a supportive team that’s committed to protecting the community. You’ll be supported to grow, contribute meaningfully, and make a real impact every day. If you’re looking for a role where your work matters and your development is valued, this is the place to be.
