Programme Manager
Local Government & Social Care Ombudsman
£64,582 to £70,591 (Coventry and York), £69,204 to £75,222 (London)
Hybrid working – allocated to offices in Coventry, York or London

Every year, the Local Government and Social Care Ombudsman helps thousands of people who have been let down by public services. We investigate complaints, recommend remedies, and drive improvements in local government and social care across England. This role sits at the heart of our ambition to do that more effectively than ever.

We are looking for an experienced Programme Manager to lead and coordinate delivery of our most important strategic programmes — including digital transformation initiatives and our Three-Year Plan.

About the role

You will translate our strategic ambitions into well-governed, deliverable programmes, working closely with Senior Responsible Officers and senior leaders across the organisation. Your work will directly support delivery of our Three-Year Plan and annual Business Plans, and will help build our programme management capability for the long term.

Your key responsibilities will include:

  • Designing, initiating and managing programmes aligned to organisational priorities
  • Establishing effective programme governance, reporting and assurance
  • Managing risks, issues, dependencies and resources across programmes
  • Acting as our subject matter expert for programme and change management
  • Building programme management capability across the organisation
  • Supporting development and delivery of our Three-Year Plan and Business Plan

About you

We are looking for someone who brings proven experience of delivering complex programmes end-to-end, combined with a collaborative, pragmatic approach and a genuine commitment to public service.

You will be able to demonstrate:

  • Experience delivering programmes and projects across the full lifecycle
  • Strong stakeholder engagement and influencing skills, including at senior levels
  • Experience of risk, budget and performance management
  • The ability to manage multiple priorities in a complex, matrix-managed environment
  • A recognised project or programme management qualification (e.g. MSP, APM or equivalent), or demonstrable equivalent experience

Working with us

  • As an independent statutory body, LGSCO offers the meaningful public service purpose of a government organisation with the agility and culture of a smaller, mission-driven team. You will be employed under LGSCO terms, which include the Local Government Pension Scheme and a genuine commitment to your development.
  • We particularly encourage applications from Black, Asian and other minority ethnic candidates, who are currently underrepresented at some levels in our organisation.

How to apply

Please visit https://www.lgo.org.uk/jobs/vacancies for details of how to apply.

Your application should include your employment and qualification history, along with a supporting statement. Rather than addressing every criterion individually, we'd like you to describe two or three specific examples of programmes you have delivered, what you did, and what was achieved as a result.

Closing date: 9am on Monday 13th July.

For a confidential discussion about the role, please contact HR on 0330 403 4040 or recruitment@lgo.org.uk.
